Abs: you need to get leaner
Thighs: for quads, do squats, leg press and bulgarians and for hamstrings and glutes do romanian deadlifts, ham curls and hip thrusts
Bicep: twisting bicep curl with dbs (or any curling variation)

You cant spot reduce fat. All you can do is get leaner. But stop worrying so much about making an area of your body smaller, bigger, etc and just exercise, eat healthy, sleep, etc

It isn’t possible to spot reduce fat, humans lose fat all around and it’s impossible to lose fat in a specific area of your body. Fat does not matter, health matters.

oh no please do not do this the only way you can target your lats or shoulders is by doing specific lifting techniques.
